Observed 2nd cold holding pass-thru unit near prep table indoor air thermometer and outdoor thermometer reading at 60 degrees(F); potentially hazardous foods were located in unit, but PIC informed items were prepped and placed in unit around 9am. Because items were still correctly cooling, PIC was instructed to move items to 1st cold holding pass-thru and walk in cooler to allow to adequately cool and discontinue use of unit until serviced. Email service invoice once fixed. COS: PIC moved items and discontinued unit.
